Incident Management Guidelines

Exit denial or pending detention may be associated with imminent legal actions, investigations, commercial or political disputes, or corruption issues. Such risks presented to an individual may be transferred to other members of the organization and may escalate past the initial problem to become more significant and far‐reaching in nature. In some countries, exit visas may also be denied due to shifting government policies or through personalities, causing short‐term disruptions to travel, rather than presenting actual risks.

In the event of a pending detention or exit denial incident occurring, the following points should be addressed:

1. Stand up the Incident Management and Crisis Response Teams using the SAD CHALETS system.
2. Alert local legal counsel and seek advice and intercession where appropriate.
3. Determine the risks posed to the person or group.
4. Gather the full and accurate details of the allegation or issue: Provide clear, honest, and detailed facts. Avoid assumptions or opinion when reporting information to the CRT.
5. Determine whether any charges or allegations have merit, and the possible punishments associated with such allegations.
6. Notify the embassy, if appropriate.
7. Reassure the person as well as the person's family.
8. Determine what risks are presented to the remainder of the group or organization.
9. Determine who is responsible (within government) for the issue, and possible agendas.
10. Consider relocating personnel or groups within the country to provide additional time to determine the facts and prepare for any risks that might occur.
11. Ensure any questioned person is always accompanied, preferably by a lawyer.
12. Determine the requirements to meet any legal conditions required to allow exit.
13. Provide an IMP Risk Assessment Report as soon as possible.
